Test all jumpers and connections to the terminal strip with a volt-meter.

Beware I could not get the old stock Radio Shack IR Sender/Receiver to work with this project - be sure to get the set that comes in a plastic bag (the old-stock is in a blister pack).

You can test your IR sender with a digital camera. Just point it at the IR-LED when you believe its on and you should see its light in the digital display on your camera.
